I don't understand what he was doing at all. I sincerely believed he was the real detective.
His actions didn't make a single ounce of sense unless he truly believed he knew that Legion was the killer. It would be incredible to think that he would go to his death for this reason otherwise.
And Missile.... Either he believed he knew that Legion was innocent or he believed he knew that Levi was guilty. The latter was wrong.
